Purpose and Role

The Sauquoit Creek Basin Intermunicipal Commission (SCBIC) consists of a group of municipalities, agencies and organizations whoSCBC are signatories to a Sauquoit Creek Intermunicipal Agreement. A key purpose of the SCBIC is to provide a forum for enhanced communication among basin stakeholders concerning issues related to watershed management, flooding, and stormwater.

 

 

The roles and responsibilities of the Sauquoit Creek Basin Intermunicipal Commission include, but are not limited to:

 

•  Obtaining participation on the SCBIC from all municipalities and key stakeholders within the basin

•  Identifying and prioritizing watershed, flooding and stormwater management needs and projects within the Sauquoit Creek Basin;

•  Evaluating these priorities on a watershed basis to determine potential effects or impacts of one project on another project.

•  Discussing the potential for cost sharing, shared services, and/or sharing of equipment or other resources among municipalities and stakeholders to accomplish the identified needs.

•  Defining a long-term organizational structure and role for a future watershed management entity;

•  Refining the temporary structure and roles of the SCBIC as needed;


Stormwater Management within the Basin

 

Many communities within the Sauquoit Creek Basin are regulated MS4's under the NYS Stormwater Program.  An MS4 is an acronym that stands for "Municipal Separate Storm Sewer Systems".  According to the State's Stormwater program, certain discharges of stormwater must be authorized under the General Permit for Stormwater Discharges from MS4s.  The Sauquoit Creek Basin Intermunicipal Commission has added a series of web-pages to this site to assist MS4's in meeting the requirements of the permit (see "Stormwater Management" on the menu to the left).  Links to some of the communities within the Sauquoit Creek basin that are regulated under the MS4 program are provided in "Links to Other Stormwater Related Agencies and Organizations".
